I.      Position Summary

As a part of the global innovative project, TÜV SÜD is strengthening the team in China in field of Mobility Market Surveillance under the global strategy based on local markets need. This position is targeted to strengthen technical capabilities in compliance system for the manufacturer and support project implement for business development, enrich the current service portfolio and meet the BU Mobility Planning & Targets.

II.     Job Responsibilities:

• Interpret technical specifications such as the COP management requirements of the EU Authorities, UNECE regulations, EU 2018/858 and the Market Surveillance regulation, and accurately identify the compliance requirements for manufacturers.
• Analyze the correlation points between regulatory requirements and customer business scenarios (R&D/ production/ supply chain), and design a feasible technical management implementation plan (30%).
• 解读欧盟交通部COP管理要求、UNECE法规、EU 2018/858、以及市场监管条例等技术规范，精准识别对制造商的合规约束条款
• 分析法规要求与客户业务场景（研发/生产/供应链）的关联点，设计可落地的技术管理实施方案（30%）
• Identify business pain points in communication with customers and provide value-added service suggestions for efficiency improvement (such as process optimization and cost reduction plans)
• Participate in technical negotiations with Key Account and balance the conflicts between compliance requirements and their business goals (20%)
• 在客户沟通中识别业务痛点，提供增效的增值服务建议（如流程优化降本方案）
• 参与重点客户技术谈判，平衡合规需求与客户商业目标的冲突（20%）
• Customize gap analysis plans for clients, output improvement roadmaps and provide implementation guidance
• Develop specialized training courses to enhance the capabilities of the client team
• Lead the establishment of the manufacturer's COP program management and control plan, including the setting of critical control points, chain of evidence management, and dynamic adjustment of control mechanisms
• Design quality management system framework to ensure coverage of core EU requirements such as VIN traceability, product consistency, complaints, recalls, and market surveillance response mechanisms
• Compile system documents and process documents (such as product certification management procedure, emergency handling procedure for non-conforming products, and complaint handling procedure)  (40%)
• 为客户定制差距分析方案，输出改进路线图并提供实施辅导
• 开发专项培训课程，提升客户团队能力
• 主导建立制造商的COP管理程序及控制计划，包括关键控制点设定、证据链管理、动态调整管控机制
• 设计质量管理体系框架，确保覆盖VIN追溯、产品一致性、投诉召回、市场监督响应机制等欧盟核心要求
• 编写体系程序文件（如产品认证管理程序、不合格品应急处理流程）（40%）
• Other tasks assigned by manager. (10%)
• 完成汇报经理分配的其他任务(10%)

Ⅲ.      Job Requirements:

• Degree in Automotive or E&E Engineering, or equivalent.
• 汽车、电子电器工程或同等学历的学士学位；
• At least 5 years of compliance management system experience in the automotive industry, with practical cases of building or optimizing the EU vehicle type approval (WVTA) or COP system, or experience in automotive industry process system consultation, methodology advisory, etc
• 至少5年汽车行业合规管理经验，需有欧盟整车型式认证（WVTA）或COP体系搭建/优化实操案例或汽车行业流程体系咨询、方法论咨询等方面经验
• Deeply participated in the establishment of the ISO 9001/IATF 16949 system and familiar with the VDA 6.3 process audit standard
• 深度参与过ISO 9001/IATF 16949体系搭建，熟悉VDA 6.3过程审核标准
• Understand the provisions of the EU Regulation 2018/858 and the application scenarios of the UN R series regulations
• 了解欧盟(EU) 2018/858法规条款及UN R系列法规应用场景
• Strong communication and presentation skills.
