Head of Centre of Excellence (CoE), Decarbonization

The Head of the Global Centre of Excellence (CoE) is responsible for the establishment, strategic leadership, commercial development, and operational success of TÜV SÜD’s Global Decarbonization CoE in Singapore, serving as the international hub for decarbonization activities outside Germany. The CoE is partially supported by the Singapore Government through the Economic Development Board (EDB), and the role will represent TÜV SÜD in engagements with government agencies, industry bodies, standard-setting organizations, and strategic stakeholders to advance the adoption and commercialization of digital MRV solutions and decarbonization technologies, foster partnerships, and strengthen TÜV SÜD's visibility and influence in global forums. The role carries overall accountability for the CoE’s growth and financial performance, including client acquisition, revenue generation, successful project delivery, partner and vendor management, and achievement of agreed business plan and P&L targets. The role remains ultimately accountable for the successful delivery and commercialization of the CoE’s key offerings, strategic objectives, and long-term business sustainability.

 

Key Responsibilities

 

 

1. Strategic Leadership & CoE Establishment

  • Establish and lead the global Centre of Excellence in Singapore as an international reference for high-integrity decarbonization and carbon management
  • Define and implement the CoE operating model, governance structure, as well as clear decision-making and escalation mechanisms
  • Develop and execute the CoE roadmap, including target vision, KPIs, and milestones across the full funding period
  • Lead structured team build-up (hiring, role definitions, capability development) in close coordination with HR, Finance, and local stakeholders

 

 

2. Portfolio & Program Ownership

  • Overall accountability for the CoE portfolio across four core areas:
    • dMRV Platform Development
    • Technical & Engagement Office (Carbon Management)
    • Thought Leadership & Capability Development
    • Project Management Office (PMO)
  • Ensure end-to-end management of initiatives—from concept development through piloting, commercialization, and integration into global service offerings
  • Own the successful development and market adoption of the CoE's digital MRV (dMRV) solutions and associated service offerings
  • Establish measurable business KPIs, including revenue growth, client acquisition, project delivery, and market penetration

 

3. Technical, Market & Innovation Oversight

  • Provide overarching technical leadership in carbon management, digital MRV solutions, nature-based solutions, renewable energy, energy transition, and supply chain integrity
  • Drive innovation, standardization, and methodology development in collaboration with international regulators, standard-setting bodies, and expert groups
  • Ensure quality, integrity, and market readiness of all CoE outputs

 

 

4. Stakeholder, Partnerships & Thought Leadership

  • Build and maintain strategic partnerships with governments, public institutions, industry players, academia, start-ups, and technology partners
  • Represent the CoE towards the Singapore Economic Development Board (EDB) and other relevant authorities, including Enterprise Singapore, UNFCCC, Gold Standard, and Verra
  • Develop strategic relationships with key clients, project developers, investors, and ecosystem partners to support business growth and market expansion
  • Position the CoE as a global thought leader through publications, conferences, workshops, and contributions to international climate and carbon market initiatives

 

5. Commercialisation & Global Integration

  • Ensure the transition of CoE outputs into scalable, market-ready services and global solution portfolios
  • Drive the commercialization and scaling of dMRV solutions, technical services, and thought leadership offerings across global markets
  • Work closely with Business Development, Go-to-Market teams, and regional units
  • Support the development of new business models and revenue streams

 

 

6. Financial, Governance & Compliance Responsibility

  • Overall accountability for budget, resource planning, and reporting of the CoE
  • Ensure full compliance with all LoA requirements (e.g., qualifying manpower costs, reporting, milestones)
  • Manage risk, compliance, and audit topics in close collaboration with Finance and Legal

 

 

Key Requirement 

 

  • Degree in engineering, sustainability, energy, business, or a related field
  • Minimum 15 years of relevant professional experience, including several years in a leadership role with global responsibility in the area of carbon management
  • Proven experience in building and scaling organizations, platforms, or Centers of Excellence
  • Deep expertise in decarbonization, carbon markets, energy transition, or digital sustainability solutions
  • Strong strategic mindset combined with a hands-on approach and excellent execution capabilities
  • Excellent communication and representation skills in international contexts including negotiations
  • Experience working with public funding programs, governments, multilateral organizations, carbon standards bodies, registries, international development institutions, and regulatory environments

 

 

Nice to Have

 

  • Experience with Article 6 mechanisms, dMRV systems, or international carbon standards mainly in voluntary carbon market
  • Knowledge of the Asia-Pacific market and/or Singapore’s regulatory environment
  • Experience in public-private partnerships and large-scale transformation programs
