Job Summary
The Mechanical Quantity Surveyor will be responsible for verifying, measuring, and certifying quantities, work progress, and contractor invoices for mechanical construction projects. The role involves ensuring that all measurements, billing, and milestone certifications are accurate and in accordance with contract terms, approved drawings, BOQs, and company procedures.
Key Responsibilities
- Verify and certify measurements and contractor invoices for awarded mechanical construction contracts.
- Certify work executed under EPC and LSTK contracts based on unit rates and milestone payment terms.
- Review and certify invoices for mechanical manpower deployed under man-day rate contracts.
- Measure and certify quantities for the following mechanical works:
- Fabrication and erection of storage tanks
- Structural steel fabrication and erection
- Structural pipe rack installation
- Process and utility piping works
- Valve installation and erection
- Installation of package equipment, including heavy-duty pumps, modules, and skids
- Insulation works
- Surface preparation, blasting, and painting works
- Inter-field underground and above-ground pipeline works
- Cross-country pipeline projects
- Ensure measurements are in accordance with approved drawings, BOQs, technical specifications, and contract conditions.
- Verify contractor claims against actual work executed at site.
- Coordinate with Construction, Planning, Contracts, QA/QC, and Project teams for quantity verification and payment certification.
- Maintain measurement books, quantity records, and supporting documentation for audit purposes.
- Identify quantity variations and support variation order (VO) preparation.
- Ensure compliance with project specifications, contractual obligations, and company procedures.
- Support cost control, progress monitoring, and project reporting activities.
Qualifications
- Bachelor's Degree in Mechanical Engineering.
Experience
- 5–12 years of experience as a Mechanical Quantity Surveyor in Oil & Gas, Petrochemical, Refinery, LNG, Pipeline, or EPC projects.
- Experience in EPC/LSTK projects with exposure to quantity measurement and contractor billing.
- Familiarity with international standards and contract administration practices is preferred.
Technical Skills
- Strong understanding of mechanical construction activities and quantity take-off.
- Knowledge of BOQ preparation, rate analysis, and invoice certification.
- Experience in measurement of piping, structural steel, tanks, equipment erection, and pipeline works.
- Familiarity with EPC contracts, unit rate contracts, milestone-based payments, and man-day contracts.
- Proficiency in MS Excel and ERP systems such as SAP is preferred.
- Ability to interpret engineering drawings, P&IDs, isometrics, GA drawings, and construction specifications.
