Senior Program Manager

The Senior Program Manager is responsible for the end-to-end management of the Centre of Excellence (CoE) programs, ensuring that all initiatives of the CoE in Singapore are systematically planned, cohesively executed, transparently reported, and delivered in compliance with funding requirement.

This role serves as the central coordination and integration function across CoE pillars (dMRV, Technical & Engagement, Thought Leadership), corporate functions and external stakeholders (e.g., EDB, carbon registries). The primary focus lies on program governance, resource and budget control, as well as risk and dependency management. In addition to program governance and delivery, the role provides technical coordination across climate and carbon market initiatives, ensuring that CoE activities are scientifically robust, aligned with international standards, and translated into scalable market solutions. 

 

Key Responsibilities

 

1. Program & Portfolio Management

  • Lead the overall management of the CoE program across all workstreams and initiatives
  • Develop and maintain an integrated program and portfolio plan, including timelines, dependencies, milestones, and deliverables
  • Ensure alignment and consistency between individual initiatives and the overarching CoE roadmap
  • Prioritise and coordinate initiatives in close alignment with the Head of Global CoE
  • Coordinate technical workstreams across carbon markets, digital MRV, decarbonization technologies, and climate integrity initiatives to ensure alignment with CoE objectives

 

2. COE Governance & Implementation

  • Establish and enforce standardized PMO methodologies, tools, and templates (e.g., planning, status reporting, decision papers)
  • Prepare and facilitate program governance and steering meetings
  • Ensure clear decision-making, escalation, and reporting processes
  • Ensure alignment between technical experts, dMRV teams, and external stakeholders on program requirements and deliverables
  • Monitor progress of technical pilots, methodology development, and digital MRV implementation projects

 

3. Milestone, Budget & Resource Tracking

  • Continuously monitor progress, milestones, budgets, and resource allocation
  • Identify deviations early and initiate appropriate corrective actions
  • Collaborate closely with Finance on budget tracking, particularly regarding eligible funding costs
  • Provide transparent status and progress reporting to management and funding bodies

 

4. EDB / Letter of Award (LoA) Compliance & Reporting

  • Support the Head of Global CoE in ensuring full compliance with all requirements outlined in the Letter of Award (LoA)
  • Coordinate reporting obligations towards the Singapore Economic Development Board (EDB)
  • Ensure that activities, milestones, and expenditures comply with funding conditions
  • Act as the central interface between program execution and regulatory/administrative requirements

 

5. Cross-Functional Coordination

  • Coordinate collaboration across:
    • dMRV Platform Development
    • Technical & Engagement Office
    • Thought Leadership
    • Go-to-Market & Commercialisation
  • Align closely with internal support functions (HR, Finance, Legal, Procurement)
  • Support functional leads through structured planning and by reducing administrative workload

 

6. Risk, Dependency & Change Management

  • Identify and manage risks, dependencies, and conflicts across the program
  • Manage changes to program scope in coordination with the Head of Global CoE
  • Ensure transparency on impacts relating to timelines, costs, and quality

 

Key Requirement

  • Bachelor's Degree in Business Administration, Engineering, Natural Sciences, or a comparable field
  • Min. 7 years of experience managing complex international programs within climate, sustainability, carbon markets, environmental services, energy transition, or related sectors
  • Strong understanding of carbon markets, Article 6 mechanisms, carbon accounting, climate policy, digital MRV, or sustainability standards
  • Proven experience in establishing or operating a PMO, ideally within an innovation, technology, or transformation environment
  • Strong knowledge of project and program management methodologies (e.g., waterfall, hybrid, agile)
  • Excellent structuring, analytical, and communication skills
  • Experience with public funding programs or regulatory frameworks is an advantage

 

Nice to Have

  • Experience in carbon markets, climate finance, Article 6 implementation, carbon standards (e.g., Verra, Gold Standard, ACR, ART), or climate-related international programs management
  • Experience in Asia-Pacific or multi-stakeholder international environments
  • Certifications in project and program management (e.g., PMP, PRINCE2, MSP)
