JOB DESCRIPTION
Job Title : Manager, Quality & Regulatory Affairs
Department/Section : QTM
Reports to : Head of QTM, North Asia
No. of Direct Reports : 0
Position Summary
The Quality & Regulatory Affairs Manager combines two responsibilities within Quality & Technology Management (QTM) North Asia: driving the implementation of certification and accreditation regulations, and managing QTM services for business lines as internal customers. The role ensures that regulatory requirements are implemented on time and that business lines understand, use, and benefit from the QTM services that help them stay compliant and grow.
China’s certification and accreditation environment is becoming more prescriptive and more transparent. The role closes this gap by maintaining one consolidated regulatory view and making sure every relevant change has an owner, a plan, and evidence of closure.
On the service side, the role translates regulatory and business needs into the right combination of QTM services and coordinates delivery by the QTM functional teams. This includes the service management process for new services, so that regulatory and impartiality requirements are built into service launches from the start.
The role does not replace the accountability of the business for operational compliance or the technical authority of QTM subject matter experts. It remains independent on all mandatory conformity matters. The position is accountable for sustainable outcomes.
Job Responsibilities

- Act as operational lead of the Regulatory Steering Group, preparing impact assessments and decision proposals, and agree implementation ownership with the responsible management.
- Monitor and interpret new and amended regulations, accreditation requirements, and related guidance affecting testing, inspection, and certification services. Work with business and support teams to assess business impacts, compliance risks, and gaps in current practices.
- Translate requirements into practical procedures, templates, controls, and training together with quality and technical specialists and business teams.
- Coordinate applications, regulatory filings, and responses to relevant authorities and accreditation bodies, working with government relations functions and business teams.
- Escalate critical regulatory risks, missing ownership, lack of business line commitment, and capacity conflicts to the responsible management level.
- Prepare management updates and the legal compliance input to the management review, and train QMRs, technical certifiers, and business staff on new requirements.
- Contribute business and technical input to consultations on proposed requirements through industry associations and other relevant channels, and maintain external networks to stay informed about regulatory and policy developments.
- Business Line Service Management
- Act as the primary QTM contact for assigned business lines, working closely with Business line management and Quality Management Representatives.
- Communicate the QTM service model to business lines in clear, business relevant language, distinguishing mandatory obligations from selectable support.
- Identify business line needs that match QTM service packages and agree an annual service plan with each assigned business line.
- Coordinate customer teams of QTM specialists, track delivery against agreed milestones and business line commitments, and ensure handover into stable operational ownership.
- Collect business line feedback and use it to improve QTM services, processes, and communication.
- Identify regulatory changes that create new service opportunities and channel them to the business lines.
